pretty sure you need to be 18 to legally buy any butane products...
same in UK, it used to be 16 for cigs and 18 for lighters but now you need to be 18 for both.
Matches don't have such strict rules though I think..
Disposable lighters in England can be purchased in places like Poundland. They don't seem to care there. Zippo lighters and above, though. I'm pretty sure it's 18+.
In the states (not sure if it's the actual state law, though), lots of places will make sure you're eighteen even for disposable lighters. Find a foreign manager or something, some will obviously let you buy one.

Go to any convenience store and buy one. I live in Mississauga too, and AFAIK there's no age. If you wanna be sure go to Tops, they'll even sell you cigs underage.
