They're in a line so they can only see the hats in front of them, and figuring out what color the hat of the person on the other side of the wall isn't the point of the riddle.

They wouldn't know there's a pattern. The person who can see the most hats, can only see 2. He'd see that there's a red and green one, so there's no way he'd know what color his hat is.
