pwns and there are lots of plugins.
On the other hand I haven't really worked with gimp, but I don't like it.
Also, you won't get caught downloading photoshop illegally, although I see why you still don't want to.

After using both, I found Paint.NET to be far better than GIMP. They both offer similar tools, but Paint.NET's GUI was far better IMO.
Photoshop is far better than the two of them, in terms of editing capabilities. But I have Photoshop and Paint.NET both on my computer.

Yes, I have both aswell.
Get PDN.
If you go to their forums you can find hunderds of great plugins, it's really worth it. It also comes with an automatic updater, so it's much better than gimp.

Gimp is better becuse of tutorials but Paint has alot of plugins.

PDN. I use it for simple sigs, like mine right now, drawing, photo-optimalization and editing. Its not for advanced signatures.
And you can make your own plugins. (C#)

Gimp wins, more features, multiplatform, for free, it supports transparency and rotating text (good for sigs)

Paint.NET =/= Paint.
I'm going with GIMP since it's open-source and under better license.
