New language would imply that you already know one, maybe? It would sort of depend on your primary language. It all depends on your intentions, really...

php -> not compiled, scripting language
i dont think you can create a new language based on it
or at least, everyone woul see its PHP
html -> not even a programming language
so how you want to make on based on it?
Javascript -> same then PHP just client sided
VB -> would be possible
But even slower than .Net languages, and they are realy SLOW!
Best for creating a new one: C/C++
after them.. for windows C#

He means learn a new language, not make one.
I suggest (in no particular order) PHP, Perl, Python, Pascal. The four P's of programming.
Although not many are attracted to Python.

yay c# =D
im learning c++ atm, so you could give that a try
c# is good if you like immediate GUI making, but c++ if you wanna start with actual code first
atleast thats what ithink

even compared to VB its extremly slow
small flash game trainers in VB.net need like 10 second to start
and less then 1 when u use VB

that's because it has to invoke the JIT compiler.
if you really care that much about it taking a few seconds, you can run NGEN on the image, and compile it that way... possibly at the loss of some speed because you miss out on some optimizations.

| Native code is always the fastest. C or C++ is the best language for that. .NET is mostly for website applications and making fancy GUIs.

Aren't most of microsoft's products written in native and MFC code, not .net? Even when they say .net is the future. I know VS, and MSOffice is MFC and native

a huge amount of the codebase for their shit is probably draped in legacy bullshit.
god have mercy if someone using a 400 year old computer could not use an obscure feature.
