VC++ is just a C++ compiler.

Uhh. I think Visual C++ just the commerical IDE sold by Microsoft while C++ is still just a language. I do believe the Visual part refers to MFC.

Yeah it actually IS microsofts IDE for C++. Microsoft-alike its of course heavily focused on Win32/DirectX api and the newer versions of couse on .net.
