For sure.
I have a linux router and there is an option build in there to change your WAN IP.
If you don't have a router though that supports ban evasion, then some people say that un plugging your modem and waiting a few seconds and then plug it back in, will also change your WAN IP.
You can also use a proxy also.

In which case you might just be getting a static IP from you're ISP after each re-connect. I'm not familiar enough with Comcast so I'm not sure. But if you do that a few times and still get the same global IP back, i'd say thats you're problem. Maybe phone them up and give them a good reason to change it? They should have no problems with that. Just make out that you have monitored 'attacks' on you're network, directed towards that IP and you want a new one.
