It's the physical rate at which a transistor switches.

It's a measure of performance only among similar processor lines.

Let's say you have a 1.6GHz Pentium 4, and a 3.2GHz Pentium 4. You can safely say the 3.2 is twice as fast. But if you have a 2.5GHz Core2 and a 3.2GHz P4, you can safely say the core2 will walk all over the P4. So don't use it to compare different processor lines, but it's a measure of performance amongst the same processor line.

I don't know how to explain it in much simpler terms.

Basically, clock frequency is how "fast" the processor processes data. However, some CPU's can do more per clock cycle so it's not really a good comparison with different brands of CPU's.

Let's say you have 2 buses moving at 60mph(GHz), but bus 2 is carrying twice as many people as bus 1. So even though they're moving at the same speed, bus 2 gets more work done, and that's basically why you can't compare just by clock frequency. Bus 2 represents a more efficient CPU, like a Core2 where bus 1 is a P4.

But as an example of comparing 2 CPU's from the same product line: you have 2 buses with 60 people each. Bus 2 is moving at twice the speed as bus 1(GHz), so you can say bus 2 is definitely the way to go.
