Ok,
So i made this user bar (its in my sig)
but i dont know how to put the thing above it that makes it look kind of shinny
help please Very Happy

There a couple ways to do it that I know of, check out these guides:

I dont know wut u mean but heres my answers.
If u want sunlight effect go to Fileter>Render> Lighting effects. Move the circle around to the move the light move it up if u want it shiny.
If u want somethine like mine..(the people). Its called outer glow. right click on a layer(bottom right in photoshop) and choose blending iptions. Then choose outer glow.
