Don't email, she'll think you're too scared to talk in person.
Instead, try to talk to her at lunch; she will probably be in a more giving mood since she feels more comfortable outside the classroom; about something small, for instance, a hairpin or something she's wearing.
First, try to find her while she's standing up, so she can see your face. Walk to her in a sorta diagonol direction and look towards her when she looks in your direction.
Then say something like this: "Wow, that [item] of yours really caught my eye. Could you tell me where you bought it - I would love to give one to my sister/mom."
If the conversation progresses, don't ask her out straight away, but start to lean towards the topic by talking about dancing. eg, "My [family member] is a professional tango dancer etc. etc.
She'll either like what she see's or tell you to bugger off. Either way, she'll know that you exist and that you are not afraid to talk to girls.
By the way, try not to stutter and/or perspire, and also keep good eye contact. Oh and one more thing, lick your lips before you talk; girls like red lips.

How I do it is. Talk to them in school. Ask them if they can text. Usually after that I talk to them everyday. :]. Maybe if you do that. Until then she'll know you good enough.

The only major problem here is that I cannot find her in a situation when she's all by herself.
Or she does go to the library every day (I do track her, lol), and I can troll around the halls in lunch without the teachers knowing, just pretending to drink from the water fountain if teachers come. When she goes to the library, she's alone, so maybe i'll just pretend to go also, and ask her those stuff.
