Also, do packet editors (ie wpe pro) also act as packet sniffers except with the ability to edit the packets in question?

I don't think Wireshark offers editing of the packets and instead merely monitors packets being sent across the network. WPE-PRO is a great packet sniffer/editor as it allows you to target process, edit packets and spam the packets all in one program. Simple and easy.
