1) Take the CD out. I doubt it is to blame for your computer's constant restarting. What CD is it? Any CD?
2) What. Asking like 2CPU in 1? What I pieced together... is that its acting like two instances of Windows are running because when you log off it makes the log off sound twice and the log in sound once. Downloaded anything strange recently? What is your OS?
3) Noises coming from the computer or inside?
I'm thinking its probably just a nasty virus and all the things you pointed out are occuring within the OS, no problems with the parts themselves. I need more information. Answer any questions I asked.

1. Open your computer take main components out like cd drives and pci cards any gfx cards(only if you have onboard also take out pci e or agp card, all you need connected is Power supply, Motherboard, Keyboard/Mouse 1Memory stick and Hard drives, see what happends if it boots up and stops the errors if the error stops put 1 component in at a time and if you start getting a error after you put your last component in theres your problem, my guess power supply though.

Sounds like a virus, reformat and tell us if that fixes the problem.
