It already can, in a sense.
We see what would be comparable to several hundred in a well lit environment, however in the dark, it's far lower.
Movies and TV are generally able to get away with such a low fps (24/30 usually) because of the natural motion blur.
Games however are a prime target for such misinformation as proper motion blur like that isn't possible. Obviously you need frames to get good samples for the blur, so while it might look better, it probably won't help the "smoothness" of the picture all that much. Especially because your shit framerate is affecting other things like input.
Your eyes seeing some stupidly low framerate is a myth.
Games are actually a perfect subject for this. Here's a video I recorded of the differences between 24, 30, and 60. The difference should be very obvious. The video is a 60 fps video, with no added effects or anything stupid.

If one has a CRT monitor, they could also fuck with the refresh rate to see the differences. While it varies from person to person, pretty much everyone I know is able to notice the 60hz in one way or another. |

Agreed, sight and perception are different from time space continuum.
But, if ALL people from the whole world(EARTH) have faster human eye as the normal sight of a human, we would say it's just normal, but if from normal human eye instantly or just one day then our eye become faster we would agree that time gotten slower, even though we the human just become faster. |
