Never thought of thinking of what is the frame rate per second of a human eye.
I think not, time is different from human sense of sight. If the human's eye sees more than normal human speed, his sense of perception will be faster but not changing time itself. |

Doppler Effect, if an individual sees faster than human can see he or she will feel that time become slower because he can clearly analyze everything bit by bit. But that would only be by his or her own sense of sight. |

Doppler Effect, if one person sees a light ray he would say that the light ray is faster than him because he is not traveling as fast as the light ray. But if that person will travel on light he will say that light is as fast as him but all around him got slower.
Try analyzing it and change the idea with the faster human eye.

Only your perseption of what time speed is.
You would see it faster, but it doesn't mean it's faster. _________________
