I recorded a packet I sent which incresed my HP by 20. problem is that it wont work for some reason when I send it.

Well obviously we can't help
we don't know which game
we don't know what the header is exactly
besides theres probably somekind of checksum.

Negima, telling us which game allows us to see if they're likely to use difficult encryptions, or just basic codechanges.

Also: Try and record it twice, by doing the same action twice.
If the second packet is different you have a encryption.
If it's completely different it's a difficult encryption, if only a part of it is you have a checksum.

Note: To send a packet to the server and for it to work the original packet HAS to be a SEND or a SENDTO packet.

Well, obviously the packet header explains what it is used for, if you studied the game.
