I guess starting explorer.exe with some parameter.

Edit: Start "explorer.exe C:\Recycler" via Task Manager, then you'll see one (or more) folder/s (Showing System-Files must be enabled) and that's your Recycle Bin then.
So for me it is:
"explorer.exe C:\RECYCLER\S-1-5-21-1993962763-412668190-682003330-1003"

Edit2:O h, it's a rep-riddle... -.-

There is no run command to open up the recycle bin.

I tried that, nothing was there.

As I said, you need to go in the Folder-Profities and tick the checkbox like "Show System-Files" (Not sure, I'm on a german WinXP).

This should be moved to Computer Talk.

In Task Manager, you would use the Run command. It's located in different places depending on the operating systems.

If you use Windows 98 and earlier Windows versions (usually FAT filesystem), then type:

explorer.exe drive (there's a recycle bin for each hard drive you have):\Recycled

If you use Windows 2000 and Windows XP (usually NTFS filesystem), then rEak has your answer.

If you use Windows Vista (also using the NTFS filesystem, but the location is moved), type:

explorer.exe drive:\$Recycle.Bin

Note: In Vista, the recycle bin directory/folder exists, but there are 2 identitcal recycle bin folders within it (to see the recycle bin folders, go to Tools > Folder Options > View > uncheck Hide protected operating system files). You'll probably have to do this for the other operating systems and filesystems.
