When i Use CMD window
when i wirte anything such as: ipconfig, help, exit, copy and etc..
it says:

'ipconfig' is not recognized as an internal or external command,

This type of issue could be due to a misconfigured Path environmental variable, recently, did you modify anything or downloaded anything harmful?
My Computer -> Right Click -> Properties -> Advanced -> Environment
Variables -> System variables -> Locate “PATH” -> Edit -> Add C:\Windows\system32 at the end if it is not already there!
If the above still does not get it working, try adding all these paths:
C:\WINDOWS\system32;C:\WINDOWS;C:\WINDOWS\System32\Wbem
