I currently can only open. EST anti-virus
Firefox
steam
and that is it.

But I can't open anything NOTHING at all. No redegit, no cmd not even notepad. Should I take the risk to reboot? I'm going to scan my system32 folder real quick though

Boot into safe mode and go to run and type msconfig.
Then go to the startup tab and uncheck the shit that boots up that is suspicious.
Then got to registry and search for the run folder. Remove and rouge programs from there and then reboot your pc.
After that get some tools and scan the hell out of your pc.

No, it would give me an error EVERY time I had to open an exe file. Like a reboot will fix that.

did you try? that used to happen to me sometimes too and a reboot would always fix it.
