I think he means that if people check the source and see that you're linking the page to full links (such as www.test.com/folder2/people/dave) so they know all the folder and info on the server.
If the file you want to link them to is in the same folder as the file that they're currently on, then just link them to that. For example, from index1 to index2:

If you want to navigate to a file in the directory above the current folder, use:
| Code: | | <a href="../index-in-folder-above.html" target="_top">CLICK</a> |
