Well usually depending on the website/web server...
If you do not put in an index.php/index.html/index.htm it will post all the files as that.

1.) Start your own webserver
2.) Find a free hosting (most of them are jerks and force you to use there own templates so you cant)
3.) Buy hosting (its basically like a webserver you made on your own, except 100 percent up time and better etc)

You need a host.
Don't include a index page.

Lol... Don't include a file named "index.html" or "home.html" and you're good to go.

to answer your question more specifically
what they mean for you to do is
whenever you have a website/webhost - go into your FTP or Control Panel and make sure you dont have index.htm, index.html
or in some cases depending on your free host - they will point to some other html file as the home page
-- just remove whatever HTML or HTM file is being used for the homepage and you will get a parent directory listing like you see on that link
