How do I scramble mah IP address to dodge an IP ban?

If you want to proxy your IP for internet browsing, use a web-proxy.

If you want to proxy your IP for gaming, use a SOCKS v4/v5 proxy.

If you want a spoofed IP, modify the packet headers before they get sent - you generally wont receive anything back when you spoof your IP though because the remote client/server will be responding to a different address.

Changing your IP via proxy..isn't changing your ip at all. Its routing traffic through a 3rd-party location, and getting that to do the legwork for you.
Most proxies work on web ports and secure web ports. Common ones been 80, 8080, 443 etc.

Problem is, games don't use those numbers, and besides you would incur massive latency by passing through them. Therefore for this reason you need your own IP. Information is very much 2-way. Even with Estx's method...pretty pointless. What? So we can can send traffic but not recieve.

Hell we couldn't even visit a damn website if the get request didn't recieve a reply from the server...
