I think i might have a virus, but im not 100% sure. I downloaded some warez (sorry) and then i opened the file and ran the .exe (the comments said it was clean so i just decided to to download it). Then i figured i didn't need it and tried to delete the file, it said the .Jpg was in use. I logged off and tried to log back in and delete it, still no help. Tried the same thing with restarting and still didn't work. How do you stop the use of a .jpg? Thanks in advance.

It might be exploiting the windows WMF vulnerability if its a JPG thats gone nuts, but not necessarily.
Do you have any anti-viruses installed at present?

A JPG as a virus? wtf?
Did you tried looking for it in the taskbar and end the process then deleting it?

Any file can have a virus mate even a CT.
@Chingpow
If it is a virus, you will have a process running that is stopping it from being removed.
Look for some tools that will remove/delete file upon restart.

But you need to run a Av scan as well, if you cant find whats running.

Yeah now a days everything is possible... Well for not going off topic try wat i said about the taskbar if that doesnt work well psych is an expert .

Try using the Unlocker, found somewhere on the forums..
