| Trying to hack into a computer and/or doing anything to it just by obtaining it's IP address is a joke, except some scenarios ofcourse. There used to be a windows service that allowed remote codes to be executed but it was updated long ago. If you wanna do something to his computer you have to program a software that accepts connections through a certain port and executes codes sent to it or you can lower the traffic by hard-coding some functions into it and calling them according to the first byte in the packet, other bytes could determine the arguments. Also you have to make him download and execute the program. For that you can embed it into a picture,video, slideshow etc. etc.

IPs are good for enumerating a target system. From there finding OS and programs being run, and from there finding the corresponding remote exploit.
