Yes, it is; and it's very efficient, small and fast.

Plus it does things like only defragmenting files to the point where any further work wouldn't result in any more of a performance gain.
Scheduled defrag, throttling, frag-shield, boot-time defrag etc, and it runs transparently so you don't notice it in the background, which is why certain server boxes run it.
