Feature-set wise, it adds all sorts of fantastic things especially on the deferred shading side of things. Hundreds of dynamic lights with hundreds of FPS? Hells yea.

Speed wise, the API seems fine, and in all the individual tests that people did on gamedev when it came out, it does have speed advantages in most cases. Be it because it's an afterthought on most games, or devs try to ram in 90000 expensive effects or maybe even drivers, who knows why it under performs.
