I am thinking of buying Windows Vista Ultimate and downloading Direct X 10, what does Direct X do?
And what bonuses will i get with Windows Vista Ultimate?
Also how can i find a graphics card for a laptop?
All help appreciated. Thanks.

Windows Vista Ultimate=Waste of like 200 dollars. Stick with Home Premium as long as it's not basic, basic kinda sucks...well in my opinion Vista sucks all around...

DX10 is not a very noticeable difference from DX9, and demands much more than DX9, so I would say never get DX10.

Vista is flashy, but a waste of cash overall.
I suggest getting an XP or perhaps a Linux

DirectX is a set of application program interfaces, which is what almost all games use to run (I like to call it a "rendering application"). It's like the coding to the graphics of a game. There is a huge difference in graphics when you switch from DX9 to DX10, if your graphics card can support it.
The other games that don't use DirectX use OpenGL. Mostly, OpenGL is used in graphics rendering (2D and 3D).
And, you won't need to download DX10, it's exclusively for Vista (but there has been a few projects that have tried to migrate DX10 to XP). DirectX10
From your knowledge of technology, Vista Home Premium will do you fine. I recommend XP over Vista though.

Ahh thanks alot, also one more thing.
Can i change the graphics card on a Toshiba satellite pro l40 laptop?
(I'm thinking of buying a Nvidia GT 8800, but I'm unsure if i can change my graphics card)

If it has a PCI-E slot, probably.
Although, if it currently has integrated graphics, I don't think you can (probably wouldn't have a PCI-E slot)

Madman is right (again).
But laptop graphics cards are different from desktop graphics cards. They are slimmer and use up less energy.
You'll also have a hard time finding laptop graphics cards, I've never found one myself that I could buy (maybe it's because I never wanted to find one).

Try playing Crysis in dx9 first and then switch to dx10, you'll see the difference.
As for DirectX,
