This sorta happens to me every now and then. Try pressing Alt+Ctrl+Delete.

It might bring everything back. Tell me if it works (Most bootleg answer ever or what?)

Start > Run > explorer.exe.

If it persists, pop your OS disk in and try to do a 'Repair'

Alt+Ctrl+Delete

File -> New Task (Run...) -> type explorer.exe

That should work, unless the file does not exist.

explorer.exe has nothing to do with the actual explorer. So, no. You won't find it in the Internet Explorer folder.

That's the same thing as Start > Run > Explorer.exe..

It's in System32 folder. Try to repair it/do a chkdsk on your drive.
Edit: Oh wow. Should have searched before I posted. Thought it was in system32, but, proven below it's in %HOMEDRIVE%\windows
