You could rearrange the keys on most any keyboard, the question is would you want to? That looks incredibly annoying to me, I wouldn't like to have to learn to type all over again.

Most cheap keyboards i have gotten you could safely take the keys off and rearrange with a butter knife.

Seeing as how most software is designed for QWERTY layouts, I'd advise not to get this.
