somebody obviously set a password, ask your parents.
otherwise, open it, take out motherboard battery for a minute and plop it back in. no more password.

If there is any password problems, do this (Assumng u run XP)
Open cmd, Windowsbutton+R
type in cmd
In the new windows write in ; control userpasswords2
A new thinger popups, remove or edit the password
That if there is a password problem or anything...

If there is a password on the bios, simply reset the motherboard, mostly motherboards has this chip to just take out and in...
Just do that...

Remove bios password using software:
Remove password with some kind of software
This works only if you have access to your PC and can run software (meaning no Administrator password is set).

heres a better idea: rip out your hard drive, smash it against a brick wall. i think that method worked pretty well...
