I tried the basic ways of scanning for the FPS value in CE, but it always give me 0 addresses. So how should I find the FPS value shown here:
BTW this is not an edit, to get this type hidden test(yes you must press the spacebar once between "n" and "t") at the beginning of a new game, then press y. It should say Pinball at the top and then it will show the FPS.

Why would you want to edit that? It would be a purely cosmetic change.
Probably a float, try scanning that. Obviously it's going to be changing a lot, so scan the range rather than exact value.

You will find that in text.
You can freeze it, change value or what ever and not do anything to it.
If your simply wanting to speed up the game try using the speed hack on CE.

Thanks for the tip Labyrnth. I justed want to experiment with because there is not much to do with CE. I think the FPS is only there for viewing purposes or is just stupid, because when I put 10.0 for speed the FPS went down to around 14.81.

It is, but it is not stupid looking for it like some think.
The reason why is, lets say you was making a bot for a game.
And this was your health value.
Well you can find a static address, just like this fps. To "read" from to let your bot code know how much health it has, and when it get to a certain level. This will trigger a function in the bot to heal your character.
So you see by looking for stuff exactly like this is not stupid.
In fact, look at this thread. This guys does the same thing i have talked about before on PKO. He explains what he is doing and you can see he does exactly what i described.
