how do i cahnge form1 quality?
to high, low, med and stuff?

Look at the properties of Flash.

Make a menu named mnuQuality with 3 sub items named:
mnuQuality_Low
mnuQuality_Med
mnuQuality_High

Next, add this code, change the name as needed for your flash object:

Code:
Private Sub mnuQuality_Low_Click()
    ShockwaveFlash1.Quality = 0
    ShockwaveFlash1.Quality2 = "Low"
End Sub

Private Sub mnuQuality_Med_Click()
    ShockwaveFlash1.Quality = 0
    ShockwaveFlash1.Quality2 = "Medium"
End Sub

Private Sub mnuQuality_High_Click()
    ShockwaveFlash1.Quality = 1
    ShockwaveFlash1.Quality2 = "High"
End Sub


That should do it.

The menu should look like this:
