In cheatengines if you click on the computer when maplestory is still in the process list, it can attach and link and etc. But if the games is already fully operational, then if you try to link, it gives a access denied error from the ce. If you were to use the windows API mem functions would it work like delphi?

Not sure if this pertains to Maple, but in most cases this is caused by the debug port already being set. You can try using WinJect to reset the debug port, or create your own resetter via the NT functions. SecuROM does the same thing which is why I'm suggestion this.
