the notepad isnt a compiler...

thats the Code Editor, the compiler takes the source coding from the editor while linking/joining headers like windows.h or something then compiles it to an .exe file

1st thing we need to know is what programming language u wanna make the game in?

C,C++,C#,Delphi,Visual Basic?

Read up on DirectX if you want to do game programming. A nice site to start learning the basics via DirectX and VB would be:

DX7:
http://directx4vb.vbgamer.com/DirectX4VB/TUT_DX7Start.asp

DX8:
http://directx4vb.vbgamer.com/DirectX4VB/TUT_DX8Start.asp

DX9:
http://directx4vb.vbgamer.com/DirectX4VB/TUT_DX9Start.asp

It's better to stay up to date with things, so I would suggest going with DX9 as DX10 is still "new" and has it's issues and such, not to mention it's Vista only right now so if you wish to make something for others to use, you should stick with something most of the community would be able to use.

If you plan to do something major and wish to make it portable you should think about doing your project in OpenGL as well, as it has the ability to run on more operating systems then just Windows. As DirectX is a Microsoft library, it can run on other systems using emulation software, but, it will not run natively.
