Just open files with Gedit or Kedit. Simple text editors with syntax highlighting.
You don't need an IDE to compile. You can just use gcc(for C) and g++(for c++)
You will need to install the proper packages:
sudo apt-get install build-essential
Then you compile like this:
gcc -Wall -g -o desiredname filename.c
and c++:
g++ -Wall -g -o desiredname filename.cc
It's all pretty simple. Just learn it and you won't need to wast hardrive and memory space with an IDE.

Don't listen to appal on this matter, no matter how persuasive her arguments sound..
C++ because it's the way of the future (insert hippy sign here)

im pretty sure windows doesn't use KDE. Actually i am sure...Windows is windows, Ubuntu is Linux. They are different. Ubuntu is sexy though. I was going to put it on this comp but my hardware rejected it. XP my comp is poop in a box
