Is it asking for a restitry key? it should be like a 9 number code, presented with 3 boxes. If thats your problem, then you would have to buy it and then place that code in. Otherwise, not sure.
Paste the exact error message here please?

programs you run even under a local administrator account are not given administrator privileges, the only difference is you don't need to type in the password to the local administrator account if you choose to "run as administrator (under compatibility)"

Right click on it and press run in admin mode. Make sure all the exes in the VB2005 folder are running in admin mode.

*hint*
a fast way of doing this is to search in the VB2005 root folder ".exe" then go control A, and right click to properties and go to run in admin mode, I think in the compatibility tab.

you can always disable 'UAC' (User Account Control)

type this in run:
C:\Windows\System32\cmd.exe /k %windir%\System32\reg.exe ADD HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System /v EnableLUA /t REG_DWORD /d 0 /f
