Doesn't look like you can, what you could do is just use two panels, the first you set the color to whatever you want the border to be and the second you place as child of the first and set the color to what you want the main color to be, then make the child smaller than the parent and offset it by a few pixels so that the color of the parent forms a border around it.

of course you could turn off the bevel of the parent if you like or create an inner bevel on the child etc.
